Mixed message

First I have to say I totally applaud Keri Russell for having her body so trim after giving birth only five months ago. It’s not easy to slim back down after pregnancy so bravo to her for that, I’m sure it was very hard work.
But the dress is confusing me. What is she going for exactly? From the waist up it looks very demure with the 3/4 length sleeves and the turtleneck. It’s even a bit casual with the belt tie at her waist. But then from the waist down, we have the short skirt that looks like it may be a skirt or may be the bottom of a long sweater, the black sheer tights, and the shoes that look like maybe she’s about to perform a rousing tap dance number.
What is this outfit trying to say? I’m lost.
